‘Water as a human right?’
The International Union for Conservation of Nature and Natural Resources (IUCN) Environmental Law Programme have published an Environmental Policy and Law Paper (No. 51) entitled "Water as a human right?" The paper provides a legal review of international conventions and agreements with regard to human rights and water, explores the possible content and scope of water as a human right and examines the duties of various parties. Water as a Human Right? by John Scanlon, Angela Cassar, and Nomi Nemes can be downloaded directly from the IUCN website.
